The clown nose is the red thing on the under side of the rear view mirror. It blinks when the alarm is enabled (if there is an alarm). On the E46 it was possible for the dealer to program it to blink when the car was locked even if there was no alarm installed.
The exterior lights blinking when you lock/unlock is something else and that is indeed user programmable on the E9x.
