I'm pretty sure Cary can calibrate a custom E85 tune based purely on street logs, but $$$ is the reason why vendors are promoting his services.
Either way, you can't go wrong with Paul, Cary, Jordan, or Pureboost when it comes to maximizing the stock turbos on E85. All have produced excellent results on the S55 platform.
