Sounds like the adaptive cruise control is functioning as designed. When the car comes to a complete stop, you have to either hit resume or tap the gas pedal. That's how it works on mine and other bmw series I've driven. When I had an E63S Benz, I didn't have to do anything, it would resume as traffic resumed.
The bottom with the steering wheel is Active Lane Keeping
The green light you see is Lane Departure Warning
