From what I've read online, lower static compression allows for headroom for more boost than higher static compression, so does that mean the e63 AMG engine is more tuner friendly for cranking up the boost?

Yeah thats pretty much it, the higher compression ratio in the M5 combined with the slightly larger capacity will help it spool up the same sized turbos quicker. I'd expect that if both cars are floored at 1500rpm with the same gear ratio that the M5 will jump out in front massively.
