Considering the USA is #1 in COVID deaths and likely infections. Not surprising potentially infected customers from North America are not welcome in Europe. How would one write write a policy to specifically prevent that?
It was simply easier to cancel the program than to promote a tourism program that increase the risk COVID to public health.
