Cutting the spring, other than shoddy workmanship, will alter the characteristics of the suspension. These springs/dampers usually are of the progressive nature, meaning that as they compress more they offer a different resisting force (F=kx). If they are cut 1" shorter, that is 1" less of travel they will have and consequently the resulting force is different during that event and there will be different damping results, probably out of the design range of the damper... i.e. worse ride quality and/or bottoming out.
