One thing to note is that the Mercedes F1 team was told by Mercedes that they need to be financially independent. While it would take a fortune to sign 2 super stars, if Vettel joins Merc, a German driver to a German team is going to create some major hype and bring it major sponsorship money.
It's wild and borderline insane if it happens. But this scenario is definitely still possible.

Would be cool, but I feel like Merc F1 is doing well financially supplying 3 other teams come 2021. Vettel/Ham will be Rosberg/Ham again. I guess it can still protect the constructors championship but why risk it when Bottas is enough?
But it would be fun to watch. I’d like it to happen, but I doubt it.
