Maybe 'cause there are no rocks in Florida? Seriously, I spent a year in Florida and, being a rock climber from the mountains, one of the things I noticed was there were no rocks. Plus they obviously don't throw down any gravel in the winter, so... No rocks, no gravel, no chips.
