Ok, solved.
I think this was because my ZBE4 is Gen6 and I forced flash it with earlier data. As a result - SWFL was missing and not flashing at all ant CAFD missing too.
Manipulating with svt_ist\soll\tall, reflashing it with new data solved the issue.
