I would never drive on a 1/4 inch of snow with summer tires on. They just won't get traction any incline will basically take you for a ride you wont enjoy.

Anyone who drives on summers, below 40degrees should be found negligent, should an incident arise.
Clearly going against the manufacturers specifications and warnings.
