The two main reasons in the US:
- The spotters often drive erratically and are alone.
- Real world testing cannot be avoided and secure stops are not always available. Evaluation drivers and engineers have to piss, eat, and sleep just like everyone. Too frequently amateur spotters just won't stop pursuing unfortunately and it creates a significant inconvenience and additional work.
